Wes Craven Presents Mind Ripper/The Outpost (1995)

A man who fell from a cliff in the middle of the desert is found by 3 scientists. Realizing he'll die soon, they decide to give him a special serum in order to not only save his life but to see if their experiment can work. 6 months later we see the underground lab where the dying man lay on a slab with the serum continuing to be pumped into him. The underground scientists working for the military are growing increasingly hostile to their situation though, since they are going without pay and are unhappy with how their experiments are progressing. Suddenly, the desert man begins to die and all hell breaks loose. The boss, Alex, immediately calls for a former co-worker and creator of the serum, James Stockton. Stockton though is ready to take his son, daughter, and daughter's boyfriend camping. Feeling a bit sad that his experiment will die, he abandons his vacation with his kids to help out. But our desert man, named Thor (Transmuted Human ORganism), isn't ready to give up yet. Just when we all think he's dead, he miraculously comes to life and then begins to kill all the doctors in the room. Alex wants Thor to live and reach his potential and with only 2 other scientists left alive, Joanne and Rob, he forces them to go find Thor and sedate him. Once Stockton arrives with his family, Thor finds he has more victims to take advantage of. Will Stockton become a victim to Thor's mutating existence or will his kids band together and save him?

Overall: I think this has gotta be a Dead Koontz rip-off. Koontz has written well over 10 books on government experiments gone wrong (John Saul just as many too) and the only thing differentiating the 2 writers and this film is that this film is out in the desert among 8 to 9 people, as opposed to being located in big cities. Still the plot simply isn't original. Lance Henrickson is good though and watch for Giovanni Ribisi from "The Other Sister" in his first film appearance. You can miss this film unless you want to see a budding star's horror debut.
